Sorry for being so slow; had to get it from my granddaughter. Yes, it fits nicely around the neck without falling off. It wraps with the head lying close up, and the tail about an inch to 1 1/2 inches below on the chest. Nothing dangles.

it's 26" head to tail when stretched out but it's coiled and brings it to about 11-13"
