No it doesn’t ; we simply leave it plugged in and top off water daily; you need to keep it running to be usable at any time; this is our second unit; son is a distance runner; prior one lasted over two years; good product overall.

No it does not nor does it have a power on off switch

What are the dimensions of the heat packs? Do they come with the terry cloth cover? Do they have a fishy smell?

No fishy smell- no terry covers, covers are canvas. Three packs are 10 x 9, neck pack larger and curved. Fabulous product.
