Are these for the two front wheels that are the smaller size? Measurments please?

I think they fit all 3. The brake wears the wheels out, so mostly for the back 2.

Does anyone know where to get a replacement washer/machine bushing? Ezyroller.com is not responding and the local home store doesn't have the size.
