Q: Is this vaccum oil extractor strong enough to extract 100% dirty oil from car?

If the oil is warm prior to extraction, and if the siphon hose is properly positioned, I believe that it'll remove the majority of the oil from the pan. From my experience it pulls oil until it is no longer there and then begins to pull air.

Q: Any risk that this pump can drain the car battery so it won't start the engine next time?

You could always throw a battery charger on it

Q: Would this work on hydraulic fluid?

As long as it is the recommended temp. It has to be like 140-160 degrees
