Q: Does the timer make sound?

You can hear the timer ticking during its countdown. There is no buzzer/ding/etc when it reaches zero and the lid opens.

Q: Is there something I'm doing wrong that the lid is not popping open after designated time?

You have to cock it each time it goes through the full circle to reset it to move again. Turn it counter clockwise.

Q: Where can we buy more ice packs?

The only ones I could find were the baby teether ones with the beads I got mine from the dollar tree. Some were little soccer balls and some were ladybug design

Q: After it opens does turn off? I got mine the other day and it seems to keep "timing" after the time goes off.

I returned them because I have two dogs and because it isn't digital, I could never get them to pop open at the exact time. I bought a digital one which works great but only if you are using strictly dry food. The digital one doesn't allow you to use wet food but it works great for me. Good luck
