Do the paper covers come with it?

No. See the photo of the sockets in the plastic bag. That's what you get. I do believe you can buy them on Amazon - search for this: "Chandelier Candle Socket Covers" (without the quotes).

When I run a 3.5W bulb, using 115v wall power, the housing gets really warm, and smells of hot plastic. Is this normal?

If any electrical device gets to be to hot to hold then it’s a problem. As long as you can keep your hand on it it should be OK.
