Q: Is this a system or just pump?

It is a complete system to filter your Intex above ground pool. It does not include filter media (sand). Depending on your brand of pool, you may need additional fittings.

Q: Can i use the 2800 gph model on a 12'x30 intex prism pool? it was the only size i could find for regular price and not double what it usually costs.

Did you look at the guidelines to see how many gallons this model will clean verses the amount of gallons in your pool. If the chart says it will clean your pool I go up to the next size. I find this cleans good but start up is the problem once clean at start up the filter is great

Q: Does this pump/filter come with a place to put chlorine tablets? More specifically the 3in tablets?

I would say no, this pump has a filter basket but it’s mainly used to prevent particles getting into the pump “basically a can can”.
