Does the set come with the plastic case seen in the photo?

Yes, it does. We like these cards so much that I have bought many decks as gifts. The case is just as durable as the cards.

The discription says the item weighs 1.76 ounces is that for the whole deck and does that include a carring case?

The case adds an ounce. My old never-used postage scale says 3 1/2 for the cards and 4 1/2oz with the case. These are the BEST cards. They wash off and last for years (with a lot of use). Everyone loves them!
