It is. It has three sections that screw together with long screws. It is approximately the length of a bo staff and can be used in the same manner. Of course, I'm fairly sure that isn't its intended use, but a stick is a stick, yes?

What is the cicumfrance of the upper part of the pole?

The circumference of the one I just purchased is 14 centimeters or 5.51 inches. It'd be large for someone with small hands. On the other hand, it is also surprisingly light. I don't know anything about "Asian Bianbai wood", but it seems great for walking staffs.
