Q: Is there any reason why it doesn't work when the batteries are in?

Please replace the batteries again. Please use good quality batteries.

Q: Can music be turned off?

Yes there is a switch on the side that allows you to turn off the music and only hear the cuckoo.

Q: Does it do anything special?

It just plays music on the hour. A different tune each hour. Nothing moves except the cuckoo bird.
