Q: How high is the first shelve? I need to know if it will fit above my toilet...

There is 35" clearance from the floor to the bottom of the 1st shelf.

Q: what are the dimensions?

This cabinet is 32" from the floor to the top, 17" from the center back corner to the front. The sides are 7". The total width from corner to corner (on the sides) is 25". I hope this is helpful. It is a small compact cabinet and fits perfectly at the corner of my refrigerator and kitchen wall and takes up very little space.

Q: This seems heavy. Can drywall achors work for assembly, or do you need to use wall studs only?

You could use studs. However, I would go ahead and use drywall anchors just for the extra support. It will get heavier when you start putting things inside of it.

Q: Is there any reason this can't be used on a bathroom counter and not hung from the wall?

I feel it is not sturdy nor wide enough to be stable on a counter without being fastened in some way. As for the people who claim to have it on the floor of their bathroom, they are both disgusting an impractical, as it is a small cabinet that would require you to bend over and crouch just to get into cabinet, and since it is legless, it would be flush with the nasty floor. My only guess is they were responding to "Elegant Home Fashions Dawson Collection Shelved Floor Cabinet, White" which looks exactly the same in pictures and they were responding to incorrect item.
