Is the tape safe for use on windows?

I don't recommend using the tape in areas of direct sunlight since it may cause some damage.

Can I use it to hang student work ON the "better than paper" paper? And does it come off easily?

I used it to hang the “better than paper” on my bulletin board. Three years later the bulletin board is still up. I think it is too sticky for hanging and easy removal of student work. Have you tried “Marvelous” tape? It is not double stick, but it would be great for that purpose.

Can it be removed from “Better than paper” being saved for later use?

We never received the order. We were told later by someone who used it that it didn’t work.
