My grandchildren make up the sets as they are meant to be individually and then they use the pieces to make other confiurations or to build onto another set to make a larger structure. I think some sets are meant for younger children and others for different ages. The suggested ages on each set will give you an idea. My 9-year-old son built this set, and reports that it is awesome! The railway feature incorporates some new pieces beneath the track to tie it all together (at least they are new to me). The rail system works really well in my opinion. This is not meant for a train, just the single car that comes with the set. Although the little car is a pretty simple build and should be easy to replicate with common Lego pieces. As with many Minecraft sets, this one comes in modules that can be rearranged in different layouts (at least 10 distinct modules...maybe more). So there is lots of versatility in how the railway can be constructed. I don't play Minecraft, so I can't comment too much on how closely this set reflects the scenery in the game.
