The fan is definitely for personal use, on a desk, beside the bed. It won't move that much air but it's perfect for a desk.

no idea. but each charge lasted me 3-4 hrs of portable(cordless) usage at low speed.

Q: Can the lights be used while the fan isn't running?

Yes the lights work without the fan but keep in mind the fan really doesn’t work —absolutely no breeze coming from it
