The top lid has gaps for where the cords come out. It also has vents at the top w/ no drain on the bottom so looks like water can accumulate. I would say it is not waterproof

Q: Need to know the width at the bottom. Only have 8" in bracket area.

If you're looking at the Amazon page, it shows several diagrams of the box with dimensions. It clearly shows that it will fit your location. I also have 8" rails and my smaller group 24 battery (that I've upgraded) fits. Ignore the people who said it's 9" wide. That may suggest it won't fit. If you look at the product drawings, it clearly WILL fit. The overall case width is shown as 10", but that's the max width of the top. The bottom is shown as 7.4" and gradually slopes outward as you move up the case. It is designed to fit between 8" rails, which appears to be an RV/trailer standard.

Q: Is their a dual battery version? Two Group 27's parallel in the same box?

It's a single battery box, or at least single if you are using a standard size automotive battery.

Q: Is this considered a sealed container?

This is not a sealed container. The cover has bump outs to allow wiring to get into the container to connect to the battery.
