Besides price, what is the difference between this and the OLFA CMP-3 circle cutter? what does CMP stand for?

The OLFA CMP-3 Rotary Cutter is more suited for fabric as it has a circular blade. The CMP-1 has a blade similar to an Xacto knife so that can cut paper, cardboard and some foam. I don't know what CMP stands for, I thought it was just a model label.

Does it work on fabric?

The rotary cutter is for fabric. The straight-blade cutter is not. Choose which fits your needs.

will it cut aluminum trays - the one that is used for baking?

This product is for artist and designers for cutting paper, some thin plastic sheets, poster board, etc. It might work if the thickness of your aluminum tray is about regular disposable baking aluminum foil pan.

Will this tool cut small holes into a thin sheet of latex?

I use it on high strength silicone sheets up to 1/16" thick. It gets the job done. Circles as small as 1" and larger turn out surprisingly good. I bought the more expensive rotary version from olfa and a fiskars circle cutter and both were complete failures when cutting silicone rubber. Silicone is tougher then latex. Yes it will work on latex.
