Both. There is a different image on the back of each card, with the color inverted.

Q: Do they all have chinese writing?

A valid question. I ordered these through a baby shower registry. All the writing on the package is in Chinese. The cards are only shapes with no writing at all.

Q: Where are the cards made ?

They’re a nice durable card-stock. This was an excellent purchase for when my kids were babies and couldn’t interact much with the world around them. They LOVED looking at these pictures.
