Skin does not appear matte after application and no noticeable fragrance.

Q: How long does this last before you need to reapply it? In water or not?

I am very fair-skinned and must use sun screen daily to avoid aging & redness. I apply it in the morning & it lasts all day. If swimming or at the beach, I reapply every hour.

Q: Is this product fsa eligible? if not, why?

I think you should check the FSA requirements in your programme. I believe that at the very least you would need a doctor's written directive to use this product.
