Is the tail suppose to wag on it's own?

No. It wags as the dog is pulled along. The bumpy motion from the wheels is what makes the tail wag.

Does this sing the ABC’s when you pull it around?

Yes, but you have to continually pull it. It will start and if the puppy stops moving the song will stop and it will say something about keep walking and then the song will continue.

Would my 18month old love this? He gets bored easily.

My granddaughter is a year old. We bought this about three months ago. The older she gets, the more she plays with it. Yes I think an 18 month old would like it.
