According to Google talc is presently used as a cosmetic filler at the moment.

Is this powder texture grainy or is it smooth like Shower to Shower or baby powder?

Smooth and powered. I use it on my camper gaskets around the slides rooms.

will this powder glow under certain types of lights?

I don't think so, but have not made any experiments.
