Is this an ok size to carry a Parakeet in?

No. It is not. I purchased this and returned it. Even with the perch on the lowest setting, my parakeet could not sit properly. He is a very small bird and had to crouch or lean forward to fit.

Can a baby mocking bird fit in this?

I'm not sure the size of a baby mocking bird, but I do know that my baby cockatiel was too big for it. He could not sit on the perch without smacking his head off the top. If your baby is about the size of a parakeet or finch, this should be fine. I wouldn't put anything much bigger in it.

Can I use this for my american budgie's vet trips and for taking them out for sunlight?

It is good for short trips.....I use it frequently for my parrotlet. Not a lot of room for food, water and toys.

Can I fit 2 finches in this cage?

Yes, you can fit two finches in the cage, as long as it is for short travel. I would not use the cage for the finches to live in.
