will this bag fit the overhead compartment of a small passenger planes like those small connecting flight planes.?

No, it really does not fit most of them. I even removed most of the stuff out of one so it wasn't stuffed full, but the bottom "plate" where the wheels are attached simply could not be made to fit into the overhead , and it was too big for under seat as well. This is my go to bag, using packing cubes I can bring 2 laptops, plus 2-3 days clothing , medicine, snacks and some small tools But it sucks it wont fit there because 95% of the flights out of my airport seem to be these regional jets. so I am going to be getting something else to use for those flights.

Can it fit my 17.3" laptop?

This will not fit my 17 inch laptop in the laptop compartment. It does fit in the main backpack area so that is what I am doing until I can find a better bag.

Is this bag waterproof or water resistant?

I would say water resistant. If the volume of water is small it not absorb, but if intense a small part is absorbed.

how long is the pull handle, when fully extended?

I'm six feet and it's plenty long and extends variably at different lengths. I've had this backpack spinner for a couple of months, have traveled everywhere with it, it fits overhead and I use a 17" laptop. Heavy use everyday and I love the well thought out access and pockets. all good here. Five stars
