Can the pen holders be attached lower on the organizer?

Unfortunately no, but if you don't use one of the shelves you would be able to. The shelves block the little bar as it rests on it.

How high / what height is this when fully assembled? (Last one i bought was mis-advertised so need make sure this one not too tall) Thank you!
