Is there anyway to level the vise once the gun is secured in the vise (fine tuning if you will) ?

As the vise is plastic, the clamping force is limited so I was able to put pressure on the rifle to fine tune the level by hand.

Yes it works pretty well for shotguns or rifles for cleaning or adding sights. You can't put to much torque on it because it's not very heavy, but it can be bolted down.

Do i need to drill holes to fasten it to my wood bench ( i hope not ) is it ok to just put tipton best vice it on a work bench unsecured? when in use

I have not fasten mine to the bench and it works just fine.

Will it withstand you using a torch wrench to tighten the muzzle break on an AR15?

Yes, it does not take much torque to to secure a muzzle brake - so you should have no problem. This is a sturdy bench vice.
