Q: Do I have to remove the whole motherboard to install backplate?

I was installing new with MB not mounted yet. It would depend on the case, but yes the plate the fan mounts to is on the back side of the MB.

Q: Would this be fine for a 9600k if I don't plan on overclocking?

For me it keept the cpu at 75 degrees celsius and below when playing games for a hours without stopping, as long as it doesnt reach higher then 80 to 85 it should be fine and not thermal throttle,

Q: Can you take apart the fan?

You can disasemble the housing but as with all modular fans of this kind you cannot take the fan apart with out killing it.
