Q: will it work on a 32mm throat

Hi,The smallest outer diameter that this tapers to is 1.5". I think it may be a little big for a 32 mm throat. Check the SU style carb syncs or the EMPI 43-57120, which includes a outer sleeve.

This sync throat starts at 1.5" and tapers up to about 2".

Q: Does this item come with an adapter?

Comes as you see it in the pic. The rubber tip on it should work with most carbs.

Q: Would this work on a 2 stroke outboard carb?

The intake of the meter has to fit the suction side of the carb with an air tight seal. If it does, it will work
