Do the 'gems' stay stuck?

They did but you do have to push them down after you get them all on. My 6yo did these and she took so long that I was afraid the adhesive would dry out before she finished but we just put a paper on top and pressed down when done and they all stayed

Do you put gems on both sides? I cannot peel the adhesive off of the back.

Yes you're suppose to put the gems on both sides We were able to peel the cellophane off but on 2 it was missing some of the adhesive and the gems wouldn't stick.
