If you have tried using this with an anker nebula capsule projector: does it work to charge while accessing usb thumb drive files?

I just got this for my Nebula and it works perfectly. I can power the Nebula from a power bank and watch movies saved on a thumb drive all from the Nebula’s single micro USB port.

it says it wont charge a tablet or phone then why does it have a power port then it makes no since

The power connection goes to the thing you have plugged in and not the tablet or phone.

Does this work with 2nd generation fire sticks with os 5 firmware? it seems to require os 6 or above?

I can't say for sure, but my guess would be, in either model that the wiring/pinout would be the same for each model, so if that is the case, the cord shoud work. I actually found an older one that I bought a few about 10 years ago for a generic Android Tablet and it worked with that as it has the same type of connector, so for the hang of it I tried it on my Firststick 4K Max and the old cable worked just fine.
