Is this pen shiny black?

It is certainly shiny. It is a great pen BTW - all its features reduce hand and body strain/ tension. Although shiny, the grip does not slip.

Just received but no ink flow, do I have to do anything to start this?

Do this item include a converter?

If it does not say so, then no, a converter will not be included. You will have to buy a Lamy converter if you want to fill from an ink bottle. Last time I bought one of these it cost an extra fiver to but the converter. It may be more now, because that was several years ago. But the Lamy Safari is worth the extra expenditure as it is a very reliable and smooth writing fountain pen. The only one I have found to be better is the Platinum Preppy, as this has a clever mechanism to stop the nib drying out between uses,
