Don't know if I'd consider it to be either. It's pretty bright for a small light but doesn't put off a direct beam like a spot light. The light up my pond nicely.

What are you all using to hold them in place at the bottom of your pond, just their weight?

Just their own weight is used. The fish after a few months move them around. We have very large Koi fish. We just move them back where we want them. So, far they have been great after about eight months.
