Can this chair be placed on the counter to wash hair in kitchen sink?

I use this chair at my kitchen sink for my 6 year old daughter since I have long counters. However it makes the hugest mess. Water gets everywhere because she sits up so high off of the counter and her head is not able to hang off the headrest. So we struggle with it but it’s better than when she laid flat on a pad because she always said her neck hurt and it would pop.

Can this chair sit up more or does it only lay flat?
