A: Hello, it's 90W 220VAC, which can drive your device

**Q: would this motor drive a sand mill, a little like a cement mixer. Would it have the torque that needs to drive two scoops and two wheels approximately**
A: You should work out the torque required to use the sand mill. A good method is to use a torque wrench and keep turning it down until it wont turn the mill. This will give you a figure that you can check to see if this is higher. 

But if you dont want to do that then the answer is most likely, the torque is pretty high as it solved my applications issue.

**Q: Can I return this item?**
A: You probably could. But it would cost far more the it's worth. It's from China Amazon need to state clearer on there web page where it's coming from.
