Do they stick to oak doors?

I don't think so - needs to be a smooth surface - tiles or wet wall. Could get a hanger that goes over the top of your door?

Can they hold heavy duty curtain for my lounge

I used them to hang curtain on inside patio window I put on the pc window frame good luck hope this helps

Can i use it on painted wall?

I wouldn't recommend them on a painted wall, the suction in them is very strong so if you tried to remove them i think you'd take off the paint.

why wont these stick to a matt painted wall?

A matt surface is not smooth so the suction pad does not seal 100%.
