A medium is a 12ish but it would probably be a big 12 but it depends on how baggy you want it

I would imagine so, for the 'average' 13 year old frame. But you could feasibly be over or under a Small, depending on your frame. I have found that these shrink slightly so even if it is a little large, it will come down slightly in size after a few washes. If you want to be 100% accurate it's best to find a similar garment you already own and see what size that is. For example I am I medium so I would buy a large in this, as it will shrink ever so slightly. Hope that's helpful
