Q: Will this work with a hole in the rubber seal of a washing machine?

Due to the manufacturing processes of these rubber gaskets, it is unlikely that the silicone sealant will adhere to the original rubber seal. You should be able to fit a new seal yourself if you can buy one online.

Q: Can this be applied on top of another silicone. I want to put it on top of my windows white silicone.

Silicone dose not stick to silicone well or for long. You could use a silicone removal tool and jell but a lot of mucking about.

This will work but you must degrease the glass to metal surfaces extremely well, finish off with carburettor/brake cleaner spray ensureyou bead or spread the silicone very thinly and evenly. Mate the surfaces then let it cure. Job done it will not separate if applied correctly. My background engineering and the application for this product is vast and not just limited to Automobiles. Sorry late response

Absolutely not, it's for sealing motor car gasket jointing faces, it will burn and melt in the application you suggest, you probably need a welded repair.
