I bought it a year ago. There is not a size tag. I am 5’3 but much heavier than you. I either bought a large or medium. It does not wash well.

Q: Is this long enough to cover crotch/ butt and wear with leggings?

yes.my grandaughter is5ft 3in.says it would bre great with leggings.that was medium

Q: The sizing chart didnt help much is this a childrens or adult size sweater?

It’s for adults. But it does run a bit small. My wife normally wears a medium but a large fits perfectly
