Q: 2020-03-15 ... Does this remove driveway oil stains ... like "new"?

it may take a couple applications - it will remove mostly all of the stain.

Q: Does everyone dilute it as it says and do you have to scrub the stain ?

I used it on concrete at full strength without dilution. I did use a brush to scrub it in a little, but it did a good job of significantly lightening the stain, although it was not 100% removed. Also, the concrete around the stain was bleached some.
