Q: How many cups of rice or beans does it hold for soaking before draining?

I have used it for 1 cup of rice and I try to keep the rice away from the drain holes because it does get stuck in them. You could use it for 2-3 cups of beans since they won’t get stuck in the holes.

Q: Can noodles be strained using this?

Technically yes. But this is a rinsing/washing bowl, so you’ll have to actively handle it since there are no stand-offs. Also, the perforations are small for rice, so it will take time for gravity to pull the water away from the noodles. You are better off with a colander for noodles.
