Has anyone tried this pallet with a base to make color more vibrant

I use a white eyeshadow primer before the colors on this pallet and it really makes the colors pop more

Are the eyeshadows powder or cream?

The eyeshadows are powder. But the pigmentation is AMAZING! It is a really great and inexpensive makeup pallet and I highly recommend it!
