These should fit an FB6. The hard case saddlebags are the same size on an FB6 as a full dressed 2014 from my understanding.

Do these bags come in pairs, or are they sold separately

They came as a pair. They work well for my2010 Goldwing.

Are made for a 2016 Honda Gold Wing?

Yes these will fit the 2016. I own a 2014 and the saddlebags are not that different. They hold up well.
