does this come with the plastic balloon tape to create the arch?

I am afraid we were very disappointed with this product it is impossible to make the balloon decoration it claims can be done. If it had been just me trying to recreate this and I would have put it down to my ineptness but my friend worked as a professional balloon decorator for parties and a party shop. And she tried and said it was impossible to do because the tape is not suitable for that type of display!
