IT would need to be very carefully assembled with seals being carefully placed in position on the cable glans. Having said that you could try a mock test. mentioned the above you could set it up with a length of cable in both ends of the connection and immerse it in water without power applied overnight and then open the connection to if water as got passed the seals

Can this item be buried underground and remain waterproof?

Yes it will, make sure you follow the IET guide lines on buried cables.

Is this suitable as a connector for a lead out cable for electric fence? These cables are very high voltage, but low current.

These are not rated for high voltage ( greater than 1000 vac ) not are they for 3 phase. Domestic 240 vac only, so no they are definitely not suitable for very high voltage. I suggest contacting a specialist electrician. Good luck.
