Q: Are these water resistant?

No It's high powered electronics it should be kept away from water.

Q: How many amps does this put out full power?

It is rated at 4.5 amps I have it on a 20 amp circuit also with a GFI circuit I only had one power outage from the GFI and that's when I plugged in my vacuum cleaner in the same circuit other than that it runs fine you will not have a problem and it's totally adjustable you can adjust the wattage to the amount of light that you want to produce just use a light meter and adjust your illumination that way according to the wattage output

Q: Will these swap out with a lumatek and plug right in no adapters?

I've bought several of these loves them the dimmable feature is great yes will swap with lumatek depending on your light cord may have to get an adapter for 10 bucks

Q: How cold can these ballast work at? We might be hitting 35 degrees ferenheit as our lows. Will they operate with that low of temp?

Ballast will work fine, plants will freeze before light failure
