Q: A) how is this connected in a regular rv black/grey/fresh situation? b) can this be used with any"seelevel" circuit panels outside the tanks?

This takes resistive tank sender (2 wire) and outputs VE Can into other Victron or VE Can devices. I am using this for one of the water tanks on my boat that has a KUS sensor into the Cerbo that is the central unit for the boat reporting out. I do not know anything about seelevel panels.
