Q: is the body made of steel or plastic

Some type of cast metal, not plastic.

Q: Would this tool drive ground rods in rocky soil

If it is a steel rod, then most likely. This thing will easily break rocks. You will need some kind of driver bit to fit it. If the rod is very long it may be difficult to lift the tool above the rod to get it started.

Q: Will it work on 4000 psi concrete?

Probably not, jack hammer is on the shop right now after trying to open or break a regular house footing: Stay with 2000psi concrete or dirt

Q: Will it penetrate basalt rock in a timely manner?

I'am not sure about basalt rock but to give you a example it was slow braking 8" concreat but did the job.I have used it on many projects it works very well.
