Q: will it fit a size 3X ?

I would have to say yes since its very roomy. I normally wear an XL and there was still lots of room left. There are some others also that say "plus size" after description.

I'm 5'10" and the long ones (like the one pictured here) come to the top of my ankles - a perfect length and just what I wanted. The short ones fit like tunics; a good fit. The best thing about them is that the sides can be let out if you want more space on the sides - I'm a XL to a 3X, and I don't need to change a thing.
