Q: Does the flat brim stay stiff, or does it loose its flat shape???

I wouldn't say the brim is "stiff" but it does retain its shape fairly well. I've had the hat for about a year now and it still looks pretty new (although I don't wear it very often). I would just make sure you store it on a hanger that won't compromise its shape or stuff it somewhere that will cause it to warp (like crammed in a suitcase).

Q: My size is between m & l at 23.0". which size should i start with?

Look at the size guide for the hate. My size is small (21). If the hat is too big, there are tape in hat sizes for sale on Amazon. They work very well.

Q: How to return items that are wrong?

It's so simple to make returns. First, print a return authorization on Amazon.com under your orders. Then you can mail it back or take it to a return location near where you live.
