Q: What is the difference between chain driven and belt driven. Which is better and why?

Any (bike) chain that "falls off" was not installed/adjusted properly. Once a chain (and whatever it is driving) is in place and at normal tension (not tight, certainly not loose) it will not simply fall off. Any mechanical mechanism will need some type of maintenance. Light oil on a cloth/rag should do the job depending on how much use (milage) it gets. Don't ignore, don't over lubricate, either. BTW, belts are fine- but can have similar issues plus belts can slip.

Q: Is this a top-down magnetic resistance as described?

I don't see where this says top down in the description, I just see adjustable with brake for resistance, but no the resistance is not magnetic. It is manual resistance top down resistance. As you increase resistance with the brake by turning it, the knob puts pressure on the brake pad rubbing against the flywheel to produce resistance. This bike has leather brake pad.

I would avoid this bike at all costs. It's not worth it. It really is a piece of junk. To answer your question...yes, it would accommodate someone your size, but there are many bikes out there that are much better.
