Can't I have two bottles of TH 4 only.

It all depends on the range of hardness you are testing. better to have both instead of two bottles of TH4. You can try with the existing kit and if you are in no need of the other you can go for two bottles of TH4 only.

can we get poweder refil only or we need to purchase entire box

I don't know as I've not completed my supply. I think you will have to buy another kit as the expiry is for just one year from date of manufacture. This means all reagents have to be replaced.
