Does something anchor this at the bottom? Does it move around in the wind? I’m concerned that wind would make it hit the house or windows.

It does not anchor by itself and does move some in a heavy wind. I made mine a bit longer and set a rock on top of the part laying on the ground.

Can I attach 2 to make 16'?

This comes completely unassembled. You have to weave the links together... because of this, you can make them any length you like.
